Invitation to Tender
Fixing and Relaying of Roofing of the UniSey Auditorium
1. Project Overview
The works will include:
- Removal of the existing damaged roof structure
- Replacement and/or repair of all underlying roofing framework as required
- Supply and installation of new roofing sheets, insulation, waterproofing, and flashing
- Drainage system realignment where necessary
- Ensuring the site is cleaned and reinstated upon completion
2. Eligibility Criteria
To be eligible, bidders must:
- Be registered and licensed to operate in Seychelles
- Hold a valid Class 1 or Class 2 building contractor’s license
- Demonstrate experience with at least two (2) similar roofing projects in the last five (5) years
- Submit a tax compliance certificate issued by Seychelles Revenue Commission
- Provide proof of adequate financial capacity and resources
3. Collection of Tender Documents
Tender documents can be collected from the Procurement Office, University of Seychelles, during normal working hours (08:00hrs to 16:00hrs) as from Tuesday 01st July 2025.
4. Site Visit & Pre-Bid Meeting
A mandatory site visit and pre-bid meeting will be held on Wednesday 16th July 2025 at 10:00hrs at the UniSey Auditorium, Anse Royale. Bidders who do not attend will be disqualified.
5. Clarifications
(i) Clarifications may be sought in writing addressed to:
dh**@*******ac.sc and pr*********@*******ac.sc
(ii) Deadline for queries: Friday 18th July 2025 by 12:00hrs
6. Submission of Bids
All bids must be:
- Submitted in a sealed envelope clearly marked:
“TENDER FOR ROOFING WORKS – UNISEY AUDITORIUM – DO NOT OPEN BEFORE TENDER OPENING” - Delivered to:

O. Box 1348, Anse Royale, Mahe - Deadline for submission: Friday 25th July 2025 at 15:00hrs
Late bids will be rejected.
7. Tender Opening
Tenders will be opened on Monday 28th July 2025 at 10:30hrs in Room A1/1 at the UniSey Anse Royal Campus in the presence of bidders who wish to attend.
8. Evaluation and Award
Tenders will be evaluated based on:
- Responsiveness to the technical specifications
- Compliance with the procurement requirements
- Experience and qualifications
- Financial offer
UniSey is not bound to accept the lowest tender and reserves the right to cancel the tender process or reject any or all bids.
9. Instructions to Bidders
- Bidders shall complete all parts of the Tender Application Form.
- The bid must include:
- Completed application form – APPENDIX A
- Financial proposal (inclusive of all applicable taxes)
- Work schedule and delivery timeframe
- Copy of company license and registration certificate
- Details of past experience and client references
- Proof of site visit attendance
- All prices shall be quoted in Seychelles Rupees (SCR) and remain valid for a minimum of 90 days.
- All prices quoted shall be inclusive of all applicable taxes and duties, including 15% VAT.
- Bidders are required to include VAT in their financial proposals when submitting tenders.
- The total amount quoted in the Bill of Quantity (BOQ) and financial offer must be inclusive of all applicable taxes, including VAT at the prevailing rate (currently 15%).
- Bidder are required to complete the Bill of Quantity Form – APPENDIX B – part of this Instruction.
- Payment terms:
(i) 30% advance upon signing of contract
(ii) 40% upon satisfactory completion of 50% of works
(iii) 20% after full completion and acceptance by UniSey
(iv) 10% Retention period (6months)
- The contractor shall be responsible for safety, environmental protection, and insurance cover for workers on site.
