Mr. Elvis Julie was appointed Director of the James R. Mancham Peace and Diplomacy Research Institute on 29 October 2025, bringing extensive expertise in education, leadership, and institutional management to the role. unisey.ac.sc

He holds a Master’s Degree in Education Management and Policy Studies, a Bachelor’s Degree in Education (Honours), and an Advanced Diploma in Science Education.

Mr. Julie has over 30 years of professional experience encompassing education, strategic planning, organisational development, policy advisory, and governance. His previous leadership roles include serving as Registrar of the University of Seychelles, where he contributed to institutional development, quality assurance, performance management systems, and human resource strategy.

In his current position, he provides strategic leadership to advance the Institute’s mission in peace and diplomacy research, foster academic collaboration, and support national and regional research objectives.
