TERMS OF REFERENCE

BACKGROUND

Human resource development provides the opportunity through various activities, for transfer of knowledge and development of various skills among leaders, academic staff, service staff, for improving performance and enhancing efficiency and effectiveness at the University of Seychelles.  Human resource development is critical for organization’s effectiveness and for the University of Seychelles.

The setting up of the Human Resource Development Committee is important to ensure the university acquires and maintain the right competencies of experts, qualified and professionals that aspires for growth and development of UniSey, while maintain high level of commitment, engagement and productivity.

The Human Resources Development Committee derived from Senate is established to support the professional growth and welfare of staff which will subsequently lead to a productive and efficient workforce.  Besides, leading the human resource development actions and making recommendations to the Senate, for the achievement of strategic objectives of the University of Seychelles.

OBJECTIVES

The objectives of the Human Resource & Development Committee are:

  • To assist the Senate Committee in fulfilling its obligations relating to human resource development matters and to establish a plan of continuity and development of professional across the university
  • To establish standard and procedures that will support professional growth and welfare of staff for the effective implementation of the Strategic Plan
  • To guide and implement human resource development activities based on identified performance gaps by enabling individuals to achieve short-term and long-term goals, for the university’s enrichment.
  • To establish a framework that support development of employees’ capabilities, knowledge, skills, and enhance the competencies of employees scientifically, technically and administratively, so that the requirements of the university as well as performance standard could be met.
 
RESPONSIBILITIES

The main responsibilities of the Human Resource Development Committee shall be to

  • To support the professional growth and welfare of staff through various programs/schemes which will subsequently lead to a productive and efficient workforce
  • Develop afresh human resource strategies, policy, guidelines, that reflects the strategic objectives of the University of Seychelles; in terms of staff development and staff welfare.
  • Enhance existing human resource policy, guidelines, that reflects the strategic objectives of the University of Seychelles; HR Manual
  • Lead the development and effective implementation of the Training and Development Plan as aligned to the Strategic Plan of the University of Seychelles; including training plan, learning and development, mentoring and coaching,
  • Create and oversee implementation of an ongoing learning and development plan, including development activity plans, monitoring and evaluation format.
  • Lead the human resource development actions, which include planning, budgeting, assessing, implementing and monitoring of program/activities aligning to the Strategic Plan.
  • Lead the development and effective implementation of staff welfare programs/schemes that will enhance productivity, self-development and increase efficiency in the workplace,
  • Establish and/or review human resource development priorities based on its short-term and long-term needs of the university
  • Identify credible, accredited institution that can work collaboratively with the university to equip staff with the knowledge skills and abilities to meet the strategic goals of the university
  • Work in collaboration with stakeholders to ensure effective development and implementation of plans related to human resource development of UniSey Staff
  • Establish a system of reporting of sub-committees and or working groups to the Human Resource Development Committee
  • Review and evaluate activities/programs relating to human resource development and make recommendations for future decision making.
  • Prepare report and make recommendations as may be required
 
COMPOSITION

The committee creates an option for members to engage with the planning and implementation of the university’s goals.  It will consist of not more than 10 members of both internal and external members, including the Chair who is also a member of the Senate Committee.  Members of the committee will be appointed for a term that will be determined by the Senate.  The HRD committee may appoint a new member in the event that a member ceases employment or can no longer perform their responsibility as a member of the HRD Committee.
